The European Regulation on Ship Recycling (No 1257/2013)
which will achieve its full impact by 31st December 2018 concerning new
vessels, forces a commitment on Malta hailed vessels to direct disassembling
activities in ship reusing offices, affirmed by the European Commission, as per
the:
(I) Ship-particular ship reusing plan ("SSSRP");
and
(ii) Inventory of dangerous materials;
The SSSRP is to be created by the administrator of the ship
reusing office as per the arrangements of the Hong Kong International
Convention for the Safe and Environmentally Sound Recycling of Ships, 2009.

Ship proprietors are obliged to outfit all ship-significant
data essential for the advancement of the SSSRP, including the stock of unsafe
materials which distinguishes the hurtful materials contained in the structure
or gear of the ship, their area and inexact amounts. Each new ship is required
to have this stock of risky materials on board that will conform to all
significant IMO rules and furnish proof that the ship consents to the
confinements or restrictions of unsafe Bulk Carriers for Sale.
Malta hailed boats will be liable to a few overviews
directed by the perceived association, which will be led at interims as
pursues:
(I) Initial review;
(ii) Renewal review;
(iii) Additional review; and
(iv) Final review.
A stock testament (enhanced by the stock of perilous
materials) will be issued following the fruitful finishing of (I) and (ii)
above. The overviews will check that the ship reusing plan and stock of unsafe
materials consents to the Regulation.
In the event that the particulars of the ship are not
sufficiently reflected in the stock testament, the administrator of the ship
reusing office may decay to acknowledge the ship for reusing. Besides, send
proprietors of end of life ships bound for reusing are required to limit the
measure of payload and ship created squander staying on board.
